A while ago, @Panther introduced a minigame chat, which would disable public chat from view while inside a minigame, and players not playing couldn't see the minigame chat (still possible to whisper players that are inside minigames (with no method to reply) and players inside can still see staff chat).
While this is nice and all, there are many flaws.
1: We can't contact staff that are outside the minigame. It's quite common to see hackers inside the minigame, and staff playing the minigame can't use /kick or /ban.
2: Sometimes, people think we're ignoring them, and start making some ruckus on the normal chat, since we cannot reply to their whispers at all, read guild or staff chats, and whatever else.
3: If a player is admitting hacking outside minigames (and staff are in minigames), we won't be able to do anything at all, unless players whisper to us, which isn't always the case.
There are probably more flaws that i didn't think about, but anyways, those should be more than enough to reconsider the addition.

About the second one is pretty much useless, the fact that none of the new players read the chat anyways, ignore the helpers and mods, so that is always a problem.
As for the rest of the cons, you are right, there is no-one to contact in other words if the player admits to hacking, they could have done their damage and leave before staff could catch him/her.
In other words the mini-game chat should merge back with regular chat, that way we can contact staff if there problems should they arise.

Yesterday i was in a race, and someone was whispering to me, i didn't reply for obvious reasons, and the player started complaining and all.

Toketsu hit the nail right on the head. If there's a hacker in a minigame and no staff spots them, they go unnoticed until the game is over, and some hacks (I.E. godmode) guarantee wins for the hackers.
The cons far outweigh the pros for minigame chat.

Partially, what I meant to say was that most of the players (mainly, the new ones) already ignore because they are too busy screaming about what to do. Sorry if that sounded like it was biased towards new players

As in all races, commands are restricted (with fair reason).
Yet, this can be very annoying when, for instance you really need to tell someone something but you can't use /whisper or even normal chat.
So my idea was to still add /whisper /gc and those general chat messages.
Second of all, if a staff member plays a mini-game, the staff member wont show up when looked at /staff.
But that case is just in general.
So my final conclusion is that Mini-game chat should be kept, but chat commands like /whisper and /gc should be able to be used in and mini-game.

Honestly, I don't think the mini-game chat should be removed at all. However, the command restrictions must be reduced to a reasonable extend. Some commands, such as /alert, /ban [including all timings], /kick, /w and /r should be made accessible to all players at all times.
This could be a better idea instead of merging it with normal game chat, because for one, it can cause a public uproar among the players participating in mini-games, along with the spectators if a hacker makes an appearance, which can result in evasion [by the hacker]. With this, we can keep the chat intact, along with adding some security measures to our mini-games.
