We could simply make a group chat in steam or skype or something. Would probably be simpler too.

Yeah, I think a chat in-game wouldn't be too useful, since the messages drown in the other chats.

Exactly, also mods need a private chat so, yah, and also /sinvite which invites players too staff chat which I find useful because those people (Like Paul) who help mods can listen in and give THEIR opinions

Instead of a Steam chat or Skype chat, you should use a Steam Group chat. It's different because no one needs to be friend of no one, just members of the same group. Also, you can lock down the chat to certain people, so only invited people may join it. It does not save a backup of the chat, but it's better because unless it's locked down, people may join whenever they want. If you peoples want to use my group's chat, I'll be happy to allow you peoples. No worries, people never use or used thr chat before. Besides, you could even make a thread in the group! If you want to use my group, give me your Steam names and I'll invite you. Or you could just make a group by yourselves :L

I think Ulticeptor's suggestion is the ideal suggestion since everyone is a steamer on terraria (whoever is not, is probably playing off a pirated copy which i think is not a good thing anyway :O) .
I used to moderate a CS 1.6 server and steam group was the most effective since we can just go into alternative steam mode and talk there.
