Plots (imo) should be given on first come first serve basis as a purchasable thing in the vip store. The plots will and already are widely sought after and should not be "distributed" to players based on popularity, time spent on the server or SS. Contest prizes are another option, however there needs to be a fair bit of warning before giving the holding the contest or use the vote system as the basis for giving away the plots.
Its hard to be clean when you play in the dirt.
