Ok wow this actually sounds epic. I can safely say that many people always struggle with the fact that their constructions will get removed, so this is a very big improvement for the people that want to add something permanent to the map.
As for the plot allocations, I don't really know, but perhaps you could distribute some of the plots as contest prizes?
