A few race changes

[Toketsu]

As one of the best (if not the best) racer, as well as parkour maker, there are a few things that make races annoying, and i'd like to propose a change. 

1: Make it so people that are not in the current race unable to get in the race area, since they can annoy people with projectiles, commands and etc, as well as they can distract racers by just standing there.

2: Make it so people can join an ongoing race. Unlike spleef, there`s no real penalty for people who joined on time, in case people joined after it starts. All it does is add more players to the race, which generally is a good thing and makes it competitive.

3: Make all races a despawn zone. Sometimes, in some races, you get a rune wizard, tim, or other annoying monsters that spawn kill racers.

4: Extend race time by 50%. This would allow for more complex and harder races to be added.

5: Make it so if everyone but one player leaves the race, it doesn't end immediately, but the timer goes down to 1 minute.

6: Make it so we can see how much time we have left on the race, via chat.

7: Make it so mods can see racer's chat, as well as add /alert to the racer's list of commands. (this one should be for every minigame)

8: Make it so only staff can use commands on players inside a race, to avoid /poke, /mend and other stuff like debuffs and buffs. (applies to every minigame)

I just received some info from panther... He said that 2, 5 and 8 are impossible/too hard to be done and won't happen.
As for the others, he said he could do and will see if he'll do.

Please comment and suggest any tweaks that could be added to make races more enjoyable. Any non-serious post will be removed.
