Yes. I don't see any reason other than the surface being taken up. I've said this before once upon a time whenever it was, but people shouldn't need the surface to build a good house, or wherever it may be. Building a practical house/utilitarian house/non-aesthetic house on the surface is definitely a waste of space. If you're trying to show off your building skills, then building it in a difficult spot such as the sky, or underground pushes the impressiveness of your build. Practical houses aren't very useful Especially with the addition of the spawn sphere since whenever it was that panther started using it as the spawn, and you really don't need one of these houses on the ground. Those lucky enough to have ground builds are just lucky enough to have a spot on the ground.

Also I know "i need chests" is going to be someone's argument so: If you have more stuff than fits in your inventory, your safe, and your piggy bank, Then you have some stuff you need to sell, or just flat out get rid of.
