block breaking problem (maybe)

im not sure if this is an actual problem or if this was done by some admin or something but iv seen people break blocks in areas such as jungle and dungeon and i dont seem to be able to do this. any way to make it so that i can or a reason why i cant?

Oh yea. Panther, some of the logins without a user have a glitch where they don't have permission to break anything in regen regions.
