Description of Problem (Screenshots if possible): spamming chat faster than hell is hot

Other (Stuff you feel that you need to add)*: gets very abusive if someone tells him to stop.

Why It Affects You/Others*: this has happened multiple times on different occasions now and it annoys everyone
