Whats the Leveling Plugin?

Hey Guys! I've been on the server a couple times, and I was really interested in the Leveling Plugin. I've seen it on other servers too, but I don't know what it is. Me and a few friends play on a private server (about 12 of us) and we want that plugin! Can sombody tell me the name or give me a link for download? Thanks!
