I am builder and cant build. Not like because it is in protected areas where it just randomly uses it up, but it wont even try.

As in blocks won't place? If so you might want to reinstall Terraria, if it's only online, or more specificly, only on Panther's then you might need to clear the games cache and save files. Reinstallation is faster however.
