What i might do is just take all the HIGH levels items out of the shop, like the cyan and yellow items (end game items), and require a certain level to use them as well as some other high level items like red pink purple and lime (items you get during hard mode)

Terra Blade
Snowman Cannon
The Horseman's blade
Christmas Tree Sword
Scourge of the Corruptor
Flairon, Razorblade, and Tsunami because they are suitable for easy farming.
Blizzard Staff
Staff of the Frost Hydra
Tempest Staff
Optic Staff
Duke Fishron Wings
Paladin's Hammer
Ankh Shield
Paladin's Shield
Fire Gauntlet

I also suggest to lower prices of some items:

Every type of Biome Sollution (Clentaminator ammo)
