Pickpocket is a command, if you are level 50 then you can pickpocket anyone.

Im not sure if i said it already yesterday when i gave him a 30 minute cool-off from the server after mass summoning Guides and abusing his VIP but Pickpocket is a command and you are allowed to use it as often as you want, it may seem annoying but there are ways to prevent it like transfering money to a different character. As long as he is only doing that it's fine but if he mass spams the server with NPC's again i'll have a talk with him.
