Yes someone is allowed to get Vip for you but there might be limits to what it can be but I if you buy yeah I'm pretty sure it's fine

If by "get" you mean having another player handle your personal information such as name, email, and card no., as they are required by PayPal to buy VIP in your name is, believe it or not, an extremely bad idea.
Just buy it yourself. If money or parental consent is a factor here, good luck on the monthly lottery. I suggest you make sure to vote daily.

If you mean having a parental unit or trusted irl friend help you fill out PayPal, go for it.

Basically you can say buying VIP is like buying an article from a website. Usually, depending on the website, you have a 14 day return limit.
In this time you can return the article and the seller will do a chargeback i.e. returning the same amount of money back to your Paypal/bank account.
In most cases though, a buyer is free to do a chargeback himself especially when buying virtual goods such as a Premium Account on a website or VIP on Panther's Server.
That is a chargeback.
